Unlocked ChangeMakers

The Unlocked ChangeMakers programme is a bespoke leadership development scheme for the next generation of outstanding middle leaders across the prison service.

The programme aims to transform the quality of middle leadership in prisons, giving custodial managers the tools to lead culture change and support prison officers to have the greatest possible impact on the landings.

Why ChangeMakers

Unlocked Graduates exists to break cycles of reoffending. We believe that prison officers are the agents of change in prisons, and the transformative relationships they are able to build with the prisoners in their care are key to creating a rehabilitative environment.

Since 2017, we have placed nearly 900 prison officers in 38 different prisons across England and Wales on our graduate leadership development programme. Our participants are making a real difference in their prisons, driving system reform and helping to reduce reoffending. However, we continue to see one consistent barrier to the impact that many band 3 officers are able to have: a lack of high quality day-to-day management.

Investing in our CMs has never been more important, and the opportunity provided by Unlocked to use their established and tested approach to drive personal growth and set culture within custodial settings is the perfect opportunity to develop our CMs into our future leaders.

An excellent middle manager can radically improve outcomes for an entire wing, driving rehabilitative change while helping to shape the prison service’s future leaders. Despite this, most custodial managers receive very limited training.

The Programme

The support that participants on our graduate programme receive from their Mentoring Prison Officers has shown us how effective leaders can support prison officers to have impact on the landings. We are determined to mainstream the solutions that we know work to ensure that all prison officers are able to benefit from outstanding support and management in their roles.

The ChangeMakers programme combines rigorous, evidence-based theory with practice and hands-on learning to support custodial managers to be excellent leaders and drive culture change in their prisons. It has been designed by Unlocked’s team of world-leading experts in leadership development in a custodial environment and draws on insights and experience from our award-winning graduate programme.

This 12-month programme includes four residential training courses each focused on a core part of custodial leadership, as well as one-to-one coaching, regular group supervisions, and online workshops.

Our First Cohort

In September 2024, we were delighted to launch the Unlocked ChangeMakers programme. We welcomed our first cohort of 23 custodial managers from prisons across the country to this pilot programme.
